On September 23, Xiamen Branch of CCCC Third Harbor Engineering Co.,Ltd. Successfully Passed the Xia Men MSA CHINA Interim Audit and Obtained the Document of Compliance (DOC). This is an important milestone on the high-quality development path of Xiamen Branch of CCCC Third Harbor Engineering Co.,Ltd., and provides a solid guarantee for comprehensively promoting the transformation and upgrading of large ship machinery equipment management in the future.
In order to adapt to the requirements for upgrading the safety management of large-scale intelligent and information-based ship equipment and promote the company's ship machinery equipment operation management to improve quality and efficiency, Xiamen Branch of CCCC Third Harbor Engineering Co.,Ltd. decided to build on the Xiamen Branch's original domestic operating Class C and second-class ship qualifications, a new set of "Safety Management System of Xiamen Branch of CCCC Third Harbor Engineering Co.,Ltd." was constructed. This system has been improved, optimized and upgraded on the original safety management system of Xiamen Branch, covering its own ship safety management qualifications (domestic operating Class C first-class ships).
At the first meeting, Liu Yong, deputy general manager of Xiamen Branch of CCCC Third Harbor Engineering Co.,Ltd., introduced in detail the company profile and the preparation and implementation of the safety management system. After a series of careful planning and careful deployment, the Ship Construction Department successfully completed the establishment of the new system organization structure and the preparation of system documents, which was officially released on September 3. On September 15, the new system entered the trial operation stage. In order to ensure the effective operation of the ship safety management system, the Ship Construction Department of Xiamen Branch of CCCC Third Harbor Engineering Co.,Ltd. organized multiple trainings for shore-based personnel on NSM rules and safety management system documents, and conducted training safety activities for shore-based personnel in different positions, further enhancing the safety awareness and management level of all personnel.
During the audit, the audit team conducted in-depth discussions on the issues in the trial operation phase of the safety management system, and reviewed the safety management system documents and shore-based safety management activities of the Xiamen Branch of CCCC Third Harbor Engineering Co.,Ltd. item by item. And a comprehensive evaluation was conducted on the applicability and operability of the system documents in the ship-shore management of the Xiamen Branch of CCCC Third Harbor Engineering Co.,Ltd., as well as whether the safety management system planned to be operated by the Xiamen Branch of CCCC Third Harbor Engineering Co.,Ltd. within 6 months fully met the requirements of the NSM rules. One issue regarding shore-based activities and six issues regarding system documentation were reported.
At the final meeting, the audit team provided detailed feedback to the Xiamen Branch of CCCC Third Harbor Engineering Co.,Ltd. on the deficiencies in the operation of the SMS system and made relevant suggestions. Finally, it was determined that the safety management documents of the Xiamen Branch of CCCC Third Harbor Engineering Co.,Ltd. met the requirements of the "Regulations on the Management of Safe Operation and Pollution Prevention of Ships of the People's Republic of China", the safety and pollution prevention management activities of the Xiamen Branch of CCCC Third Harbor Engineering Co.,Ltd. met the requirements of the safety management documents, and the safety management system of the Xiamen Branch of CCCC Third Harbor Engineering Co.,Ltd. was operating effectively.
